Present:, Rich Modaff, Steve Christens, Betsy Ahner, Dennis Wessels, Steve Culbertson, John Decker
Absent: Susan Finque
Others present: Mayor Decker, Dan Emery


The meeting was called to order at 6:00 PM by chair Rich Modaff. Motion by Dennis Wessels, second by Steve Christens to waive the reading of the May 16, 2007 minutes and approve them as read. Motion carried.

Stand Pipe Nomination: Commission members reviewed a letter from the Wisconsin Historical Society regarding the Stand Pipe nomination that has been submitted. Motion by Dennis Wessels that we accept the nomination for the Stand Pipe. Second by Steve Christens. Motion carried.

Applications

234 Liberty Street: A representative of Mr. Lima was present to answer questions about the work requested. As discussed at the last meeting Mr. Lima received permission from the building inspector to replace the unsafe stairs and landing. Motion by Steve Culbertson to approve the application for the back porch and landing. Second by Dennis Wessels. Motion carried.

328 W. Main Street: McCallister siding for soffit, fascia and around windows. Commission members reviewed a photo showing the proposed work and discussed the amount of damage that could be done to the present wooden windows by the installation of the siding. Motion to approve the application by Steve Christens, second by Steve Culbertson. Motion denied with 1 yes and 5 no votes.

227 W. Main Street: Sandy Spanton would like to replace the old aluminum framed windows with new vinyl windows of the same size. Her contractor will be Quality Custom Windows. Steve Culbertson talked to her and is under the impression that the windows will be inserts, not the entire window. Motion to approve the application by Steve Christens, second by Dennis Wessels. Motion carried.

309 W. Main Street: Gallagher application for fence and steel garage roof. Commission members discussed the proposed work and the families need for a new fence. Motion to bring it off the table by Dennis Wessels, second by Steve Culbertson. Motion carried.
Motion by Dennis Wessels to split the application into two petitions with the first being the fence and the second being the roof. Second by John Decker. Motion carried.
Fence: motion to approve the application for the fence passes 6-0.
Roof: the chair has not been able to obtain sufficient information on the type of material proposed for the roof. Motion by Dennis Wessels to table the second half of the application. Second by John Decker. Motion carried 6-0. The chair will contact the homeowners by letter asking for more information on the roofing material they intend to use.

Administrative

Fall Convention: John has not heard from Don Aucutt since the last meeting, but this was not unexpected since Don has a family member who is ill. St. John’s Lutheran Church has been reserved. Doug Zweizig is working with Barns Now to schedule a speaker on barn preservation. Before the convention, John would like to update the HPC section of the City’s website. He would like to include the Commercial and Residential Design Guidelines, Easement Application Form, HPC Application, and a list of all homes in the district.

Bricks: We did not get the Commerce Department Grant so the bricks will end at Maple Street.

Grove Society: Betsy reported that John Decker and Steve Culbertson with some help from others including Jim Ahner have removed the old plaster and lathe from the interior. One wall needs to be removed and the building cleaned up for an open house on July 8 from 11:00 am to 6:00 pm.

Redevelopment Authority: The Night Owl has not come forth with an application.

Easement Form: John Decker presented several amendments to the Historic Preservation Easement that relabel, clarify and provide for a Historical Marker on Premises with a designated landmark status. Motion by Steve Culbertson to incorporate the proposed additions as an addendum to the original document. Second by Dennis Wessels. Motion carried.

Plaque Program: As soon as the new amendments are incorporated into the Easement, we are ready to accept applications.

There being no other business a motion to adjourn was made by John Decker, second by Steve Culbertson. Motion carried.

The minutes of meetings of the Evansville Historic Preservation Commission are not official until approved by the Commission.
