MINUTES OF MEETING

1. The meeting was called to order at 6:00 PM; Members Carlsen, Farnsworth, Juergens, Krueger Merritt, Modaff and staff Anderson, Hamacher present. Sendelbach absent.

2. Farnsworth moved, Modaff seconded to waive reading of September 2007 meeting and approve as printed. Passed unanimously.

3. No changes were made to the agenda.

4. Citizen appearances other than agenda items: None

5. SOLE report: Copies of various studies of Lake Leota are available at Eager Free Public Library.

6. Chair’s report on items of interest concerning Council and other city Committees:
a. Council had a day-long strategic planning session on October 13th. This was a discussion meeting only; no actions were taken.
b. Work on the 2008 budget is procceding. Final action will take place at the November Council meeting.

7. Updates on pending park projects: Ray Anderson

a. Lake Leota Park: The large fallen willow tree near Allen Creek has not been removed because it is full of bees. When the weather cools, it will be taken care of. There has been no serious vandalism at the park in the past month. The dead shrubs, along the railroad tracks, mentioned in last month’s minutes, have been replaced.
b. Franklin Park; Nothing new at this time.
c. Countryside Park Nothing new at this time.
d. West Side Park: The new grass has been fertilized.
e. Other projects, if any. All bathrooms in parks will be closed on November 1st, 2007 for the winter.

8. Aquatic Report: Ric Hamacher.
a. Pool operations and park store: Nothing new at this time..

b. Leaks in the pool have been repaired at a cost of about $4,000.

9. Old Business:
a. Allen Creek Wall Restoration project The project will start tomorrow, October 16th. Neal Rippingale arrived in Evansville today and began work with Ray Anderson. We expect 3 local citizens and 3 work-release inmates from Oregon Correctional Institution to complete the 5-day workshop.

b. Lake Leota Restoration project. Seven proposals have been received from engineering firms. It is the city’s intention that a preliminary review of these proposals occur very soon, with a representative from the Park Board, one from the Public Works Committee, one from SOLE, and the Public Works Director meeting to choose 3 or 4 of proposals for a live presentation to the Public Works Committee. The chair asked the PRB to allow him to serve as the PRB representative. This was agreed to by consensus.

Mayor Decker mentioned several points with regard to this project:
The city will incur costs even if we don’t restore the lake, because we can’t just leave it the way it is. We’ve learned that the springs in the “back” of the lake preclude mowing of the entire lake-bed. How will that area be handled? If we decide to remove the dam, that involves costs and much negiotiation with DNR. Would we have to pay to rip-rap the creek as it flows through the park. She urged the PRB to consider such costs in making further decisions about the lake’s future.

11. There being no other business, Farnsworth moved, Modaff seconded to adjourn at 6:20 pm. Motion passed unanimously.
