Special Meeting

MINUTES

Mayor Decker called the meeting to order at 6:06 PM. Present were: Mayor Decker and Alderpersons Roberts, Hammann, Cothard (arrived at 6:13 PM), Juergens, Wyse, and Braunschweig. Alderperson Sornson was excused. Staff present: Mark Kopp, City Attorney; and Jim Beilke, Clerk/Treasurer.

This special meeting was called so that the Common Council could review the applications for the city administrator position.

Approval of Agenda
Motion by Hammann, seconded by Braunschweig, to approve the agenda. Motion carried.

Minutes
Motion by Cothard, seconded by Roberts, to defer the reading of the minutes of the meeting for October 18, 2006 until the next regular Common Council meeting on November 14, 2006. Motion carried.

Citizen appearances - None

Plan Commission Report
Motion by Hammann, seconded by Braunschweig, to approve the pre-annexation agreement with Landmark Services Cooperative. Motion carried unanimously on a roll call vote.

Communications and Recommendations from the Mayor
Motion by Hammann, seconded by Braunschweig, to approve Resolution #2006-45, directing the City of Evansville to apply for designation as a Preserve America Community. Motion carried.

Motion by Hammann, seconded by Wyse, to waive the seven-day notice requirement on citizen appointments. Motion carried.

Motion by Hammann, seconded by Wyse to approve the mayoral appointment of Rose Pomplum, 440 S. Second Street, as an Election Inspector, for a one-year term ending in 2007 pursuant to 2005 Wisconsin Act 451. Motion carried.

Introduction of New Ordinances
Ald. Hammann read the first reading of Ordinance #2006-41, rezoning territory from Town of Union zoning classification to Agricultural District One (A-1).

Closed Session
Motion by Cothard, seconded by Roberts, to convene in closed session pursuant to Sec. 19.85(1)(c), Wis. Stats., considering employment, promotion, compensation or performance evaluation data of any public employee over which the governing body has jurisdiction or authority, and will not reconvene in open session at 6:35 PM. Motion carried unanimously on a roll call vote.

Adjournment
Motion by Hammann, seconded by Braunschweig, to adjourn the meeting at 9:41 PM. Motion carried.
