PARK & RECREATION BOARD MEETING MINUTES
Monday, January 19, 2009, 6:00 p.m.
Evansville City Hall
Meeting called to order at 6:03 p.m. by Chair Ringhand.
Present: Ron Carlsen, Jerry Krueger, Janis Ringhand, Jeff Farnsworth, Rich Modaff. Staff: Ray Anderson, Rick Hamacher. Absent: Fred Juergens, Sue Merritt.
Approved the agenda as printed on a Farnsworth/Krueger motion, unanimous.
Approved the minutes of the December 15, 2008, meeting as printed on a Farnsworth/Krueger motion, unanimous.
No citizen appearances.
SOLE Committee Report - Gib Wiedenhoeft reported that Kyle Allen had presented SOLE with a fish stocking report and plan than covers 3 years at a cost of about $22,000.00; working on upstream improvements; the use of barley straw to reduce algae; building of fish cribs by boy scouts from down logs on Courtier property. Gib will forward Kyle’s stocking plan to us.
Reviewed language changes to Park Ordinance. Jon Fry from Home Talent was present to discuss their reservations for the year. Approved Park Ordinance language changes and updates as printed and approved seasonal fees for press box, concession stand, scoreboard and Oscar Dietzch shelter when reserving upper ball diamond on a Modaff/Farnsworth motion, unanimous. Fee schedule will be provided by Clerk’s Office.
Recommended changing locks and keys for concession stand as per request from Clerk’s Office.
Park Maintenance Supervisors report – lake dredging has created a lot of traffic in Leota Park, other parks are closed and quiet.
Discussed lake landscaping, fish cribs and stocking, will require further discussion with DNR and project engineer.
Aquatic Report – Rick asked for approval of staff manuals and job descriptions. Modaff/ Farnsworth motion to approve the Aquatic Center Staff Manual, unanimous. Modaff/Farnsworth motion to approve the Park Store Staff Manual, unanimous. Modaff/ Farnsworth motion to approve Aquatic Center and Park Store Job descriptions, unanimous.
Rick explained the Virginia Graeme Baker Act that requires all swimming pools and spas to be inspected and refitted for drain safety before opening in the spring. There have been instances of too strong a suction from drains that have trapped children causing them to drown, the refitting will eliminate that possibility. Rick contacted Ramaker & Associates, certified pool contractors to bid on the work required. On a Farnsworth/Modaff motion we approved hiring Ramaker & Associates to do the swimming pool main drain inspection and improvements, funded by the unallocated Park funds, unanimous.
Farnsworth requested that we place memorials in the park on the February agenda.
